Infrastructure owners face multiple challenges as they plan and adapt to a world that no longer resembles the past. Many of the planning norms of yesterday draw on assumptions that are no longer valid, forcing a return to situation-specific requirements over successive horizons informed by evidenced and auditable risk evaluation and allocation. Shifting regulation and market expectations demand substance and transparency in directors’ reporting across an increasingly complex range of sustainability criteria. It means adopting a more complex planning calculus. This talk will explore a framework approach using first principles and beneficial outcomes.

Founding Principal of Southern Harbour Ltd, based in Toronto, and licensed in Alberta, Ontario and Europe, Alec was previously the Resilience & Security leader at DIALOG, before which he served 25 years in the British Royal Engineers. He specialized over a 35-year career in fortifications and infrastructure development, which he practiced around the World.
He’s an adjunct professor at the University of Toronto, focusing on complex infrastructure systems and their socioeconomic influence, including the sustainable transition to a net zero economy and the role of enterprise governance for efficient program delivery. Author of “Planning resilient infrastructure systems” and other related books, he is a mentor and reviewer with the Institution of Civil Engineers.
