Policy Win: Ontario’s New Energy Efficiency Programs

At OSPE, we are committed to advancing sustainability, reducing energy consumption, and supporting long-term environmental goals. This year, we are thrilled to see the Government of Ontario launch a groundbreaking initiative that aligns with our mission to promote responsible energy use. The newly announced energy efficiency programs, including the Home Renovation Savings Program, mark a significant policy win for our organization and a crucial step toward achieving a more sustainable and energy-efficient future for Ontario.

The Ontario government’s new investment of $10.9 billion over 12 years is the largest in Canadian history. This bold move will offer the necessary tools for Ontarians to lower their energy bills, improve the comfort of their homes, and significantly reduce greenhouse gas emissions.

Minister of Energy and Electrification, Stephen Lecce captured the essence of this effort, stating,

“As the demand for electricity continues to rise, we’re giving families and small businesses more ways to save money and energy as we launch the largest energy efficiency program in Canadian history.”

For years, OSPE has been advocating for comprehensive energy efficiency programs, and we are excited to see these initiatives come to life.

In our 2024 budget submission we discussed the need to provide incentives for energy-efficient practices in industries, commercial buildings, and residential properties. These strategic recommendations aimed to drive positive change in how energy is consumed, contributing to a more sustainable landscape.

By investing in energy-efficient technologies and providing meaningful incentives, the government is not only reducing the province’s overall energy consumption and environmental impact, but helping households and businesses save money as well. The Home Renovation Savings Program will cover up to 30 per cent of the costs of new windows, doors, insulation, heat pumps, rooftop solar panels, and battery storage.

What makes this program even more significant is the inclusion of homeowners who rely on propane or oil for heating, a group often overlooked in previous programs. Under the new Affordable Energy Act, which came into effect in December 2024, the Home Renovation Savings Program will be accessible to homeowners who heat their homes with propane and oil—ensuring that more Ontarians can benefit from this critical investment in energy efficiency.

This expansion marks a policy shift that aligns with our long-standing call for energy equity, ensuring that all homeowners, regardless of their heating source, have access to the resources needed to make energy-efficient upgrades.
